Assistive Technology Across the Learner Journey: Building Consistency from School to Work

During the last 20-30 years in UK education there have been countless initiatives which have been introduced, reshaped, and then replaced. One principle however has remained consistent throughout: when support is embedded, sustained, and centred on independence, learners achieve better outcomes, academically, emotionally, and in the long term.

Schools, higher education, and the workplace frequently treat AT as separate conversations, even though they are supporting the same individuals at different points in their lives. As a result, learners are often required to adapt repeatedly to new systems, expectations, and tools, rather than being supported through continuity and familiarity.

For SENCOs, assessors, and inclusion professionals, this raises a critical question: how do we ensure assistive technology genuinely supports learners, not just at a single stage, but across key transitions?

Within higher education and employment, the Disabled Students’ Allowance (DSA) and Access to Work (ATW) have long recognised assistive technology as a reasonable adjustment, one that promotes independence rather than dependence. DSA-approved tools typically support reading access (for example, through text-to-speech), visual clarity and focus, and written expression, including scribing. Software such as Sensory Readable, already approved for DSA use, is routinely recommended to students to support day-to-day study, not solely formal assessments.

What is often overlooked, however, is that this same functional support is equally relevant in schools, particularly at GCSE and A-level, where academic demands increase and barriers to access can become more pronounced. The distinction between “school-based support” and “DSA support” is largely structural rather than functional, yet it frequently results in unnecessary discontinuity for learners.

This disconnect is often reinforced by misconceptions around exam access arrangements. Joint Council for Qualifications (JCQ) guidance is sometimes perceived as restrictive, when in reality its core principle is both clear and reasonable: access arrangements must reflect the candidate’s normal way of working. For schools, this presents both a challenge and a significant opportunity.

Assistive technology that is used routinely in lessons, embedded into homework and independent study, and familiar and confidently used by the student can be clearly evidenced as normal practice and, therefore, appropriate for use in examinations. Digital readers and scribing tools are not “exam advantages”; they are access arrangements ‘reasonable adjustments’ designed to remove barriers created by print, processing, or transcription difficulties. This is precisely what JCQ guidance intends.

From an assessor’s perspective, one of the strongest indicators of successful assistive technology use is consistency over time. When learners use assistive technology during Key Stage 4 or Key Stage 5, transition into higher education and receive comparable tools through DSA and then carry those strategies forward into employment via Access to Work, they are not repeatedly learning new systems. Instead, they are refining skills, building confidence, and strengthening independence.

Evidence does not need to be complex; lesson use, student voice, and internal assessments are often sufficient to demonstrate normal working practice.

Similarly, for DSA assessors, there is significant value in exploring prior use of assistive technology at school or college. Where appropriate, recommending tools that align with existing strategies, and supporting continuity rather than a “fresh start” at higher education, can reduce learner anxiety and significantly improve engagement and long-term uptake.

By aligning how assistive technology is understood and implemented across sectors and by choosing flexible, trusted tools that travel with the learner we move closer to a genuinely inclusive system.

Bridging the gap between school-based access arrangements and DSA provision does not require radical reform. It requires consistency, collaboration, and confidence in the tools we already trust.
